Manager (GMM) Mobilization has the principal responsibility for
directing and coordinating the Contractor's performance to mobilize
and successfully make a smooth transition to the new Contract
Services under the obligations of this Agreement. The GMM has all
the necessary authority and autonomy over the contract plus
corporate backing to locally execute the mobilization and
transition of not only the Contractors resources but
subcontractors, vendors, and suppliers subject only to decisions by
the Authority's Executive Team.Duties/Responsibilities:
- Serves as Contractor's liaison with the Authority primarily its
Contract.
- Must be available to attend Authority Board meetings if
required.
- Must attend a weekly mobilization status and progress meetings
with key Authority staff.
- Must be available at other reasonable times to consult with
representatives of the Authority.
- Develop an overall mobilization plan to fulfill the
requirements of SOW.Skills/Abilities:
- Strong written and oral skills, including ability to explain
and present Safety Rules, regulations, and standards to
others.
- Demonstrate full and complete knowledge of Federal Regulations
Parts 200-299, CPUC Regulations, and CAL/OSHA regulations.
- Computer literacy in Excel, Word, PowerPoint, and Windows.
- Ability in implementing, directing, and monitoring safety
programs.
- Ability in maintaining and motivating a safe working
environment.
- Knowledge of conducting comprehensive accident
investigations.
- Develop and execute the workforce retention, training, and
retraining complying with the Contract labor protection and 13c
requirements.
- Oversee the development and submittal of Contract Deliverables
necessary to successfully start services.
- Ensure that all DBE requirements are established and
successfully initiated.
- Oversee any asset condition surveys, inventory and transfer
these to the Contractor and develop a collaborative and
professional working relationship with the incumbent Contractors to
gain their assistance in the Contract transition.
- Other duties as assigned.Required Skills or Knowledge:
- Strong written and oral communication skills. Ability to make
presentations to Senior Leadership, Governing Boards, and public
stakeholder groups.
- Excellent management and leadership skills. Ability to organize
work effectively with strong attention to details.
- Proficiency with Microsoft Word, Excel, PowerPoint, and other
Microsoft Programs and use these tools to establish meaningful key
performance metrics, monitor and make decisions based on facts and
trends.
- Knowledgeable with application of new technology to improve
efficiency, safety, reduce costs.
- Proven Management Experience and Skills managing subcontract,
supplier, vendor contracts to achieve best value, favorable life
cycles, high quality products and services in a timely manner.
- Labor Relations experience, Labor contract negotiations,
experience resolving grievances.
- Managing operations and maintenance in complex Railroad
Networks environment and identifying best industry practices to
resolve problems and improve Network performance.
- Ability to place oneself in the customer and stakeholders'
shoes and establish practices, policies and through management and
leadership to provide superior customer and stakeholder
experience.
- Ability and prior proven skills in developing and establishing
programs, practices, standards and procedures for passenger safety,
rule adherence, operating schedules, and training.Education and
Experience:
- Bachelor's Degree in Transportation, Business Administration,
Engineering, Construction, or related field-or equivalent
experience.
- 20 years of broad and deep, progressively responsible
experience covering most facets of railroad operations,
maintenance, contract and project management, material and
subcontract services procurement and demonstrated experience to
lead the mobilization and transition.
- Prior experience that demonstrates accomplishments that
enhanced safety, efficiency, reliability, customer service and
stakeholder satisfaction through proactive management and
leadership of staff, subcontractors, suppliers, and vendors in a
Public Environment.
- Deep understanding of labor relations in a collective
bargaining environment and extensive knowledge of FRA, CPUC and
other State and local regulations related to the operations and
maintenance. Excellent contract and subcontract development and
management skills.Physical Requirements:
- Physically able to conduct inspections and carry equipment used
for inspections.
- Prolonged periods of sitting at a desk and working on a
computer.
- Must be able to lift up to 50 pounds at a time.Other:
- Must have valid California Driver's License with good driving
record of no more than 2 points and no DUI's within the last 3
years. Pass background check.
- Must be able to pass a pre-employment physical examination
including a drug test.
- Good understanding of 49 CFR 200 - 299 on start Date.
- Must be able to work outdoors in all weather conditions.Salary
Range:$108,000.00 to $162,000.00 depending on
